ASHRAE Annual Meeting

Minneapolis, MN

June 26, 2000

 

1. Call to Order, Welcome, Introductions

The meeting was called to order by Chairman Joe Watson. All persons present were introduced and the Chair reviewed the agenda.

 

2. Meeting Attendance

  1. General

The minutes from the Dallas meeting were approved as submitted.

 

4. Chairman’s Report (Joe Watson)

ASHRAE Web/Electronic Publication Policy:

ASHRAE is supporting TC’s that host web-sites with interactive web-based information. Future handbooks will be available on CD-ROM, with materials to be updated on a continuous basis (the current four-year cycle will be eliminated).

Programs:

In the future, figures in technical papers will be limited to 12. We are not going to submit anything for the winter meeting program.

Committee Meeting Schedule:

TC’s 1.7 and 1.8 may coordinate meeting times to increase attendance at both. TC 1.8 offered to change meeting times, but not dates.

Program:

ASHRAE is concerned about the quality of seminars. A few suggestions for improving seminar quality were discussed, such as posting seminar notes and overheads on the sponsoring committee’s web-site. This would not be applied to symposiums and tech sessions because ASHRAE has copyrights for papers.

General TC Information:

Joe warned that there is a new movement in ASHRAE for eliminating technical committees.

Of 93 committees, 39 have web sites, and 26 have minutes listed online. Hard copies of the minutes are no longer going to be sent out, an electronic notice will be sent and members must check their websites.

 

5. Research subcomittee report (Terry Cornell)

Research Topic Acceptance Requests (RTARs):

RTAR’s are two-page summaries required for research projects. Research priorities are due on August 1st. The project ceiling has been lifted from $100K to $120K. Projects that exceed the ceiling will be looked on more favorably if part of a joint TC proposal. TCs are encouraged to phase more complex work for easier approval. ASHRAE does not look favorably on committees that don’t sponsor research work. Terry drafted an RTAR on the ORNL dB and spoke to the Research Liaison on this – the liaison mentioned that ASHRAE is encouraging cooperative efforts between ASHRAE and other organizations.

 

6. Handbook (Bill Thomaston)

The final draft of the handbook chapter must be submitted to ASHRAE by Spring 2002. Bill is looking for reviewers for the current draft. Joe, Terry, Klas, Carl, Rick Goulet and Bill volunteered to review the Chapter. Bill will ask Jeff Haberl to participate.

 

7. Programs (Joe Watson for Klas Haglid)

Minneapolis Forums:

TC 1.8 sponsored two forums during the Minneapolis meeting. These two forums integrated all 4 components of LCC for the discussion. The first forum had approximately 40 participants at it’s peak. Feedback was adequate to good. Joe believed that it did a good job of raising the awareness of the society regarding the work that the TC is doing.

Atlanta Program:

The TC doesn’t have anything on the table for Atlanta programs. The TC is considering a seminar or symposium for the Cincinnati meeting next summer. A request for papers should go out now – on the TC’s web site and in the Journal. Nance made a motion to put a call for papers on the web site and in the ASHRAE Journal. Carl seconds the motion. (Unanimous vote, 7-0-0-7). Wayne wants us to make a sublist – to provide some guidance on this – such as LCC components. Klas was volunteered to handle this effort.

 

8. Research (Terry Cornell)

TC 1.8 needs to decide what to do with the RP-929 data and associated report.

Work statements are currently on hold while the committee reviews the interactive maintenance dB project. One work statement that is on hold addresses a literature review of manufacturer’s cost data. Bruce Lindsey indicated that IFMA and APPA may be interested in this effort and will give us contacts. ORNL had a good start to what the committee would like to do with an interactive database. The TC will review the work of ORNL when ORNL makes the database available to the committee.

Terry talked with the Research Liaison about the work we are doing with an interactive database, including how to incorporate this work into the handbook. A comment from the forum mentioned that everything in the handbook must have a solid reference. The liaison countered this criticism by suggesting that the work that we are doing would be looked upon favorably and that he would support our RTAR and work statement. The Liason encouraged the TC to submit an RTAR, which does not need to have a duration or budget, but does need to have a background justification and scope (conceptual).

Terry read his RTAR. Motion to accept the RTAR. Discussion opened by Joe. Terry would like to support the work of ORNL through the RTAR. The RTAR is due by August 1st. Motion to accept the RTAR (Terry motioned, Joe 2nded) in principal by Terry. Vote: 6-1-0-7.

 

9. Old Business

Journal Articles:

Carl Hiller authored a journal article on determining equipment service life. The article should appear in the August issue.

 

10. New Business

ORNL Maintenance Cost Database:

Michaela Martin demonstrated ORNL’s construction and maintenance cost survey/database before the full committee. The ORNL survey and database are web-based and will be available for use by the general public within the next 6 months. ORNL has offered to partner with TC 1.8 by allowing the TC to use the database, or parts of it, to further it’s efforts in collecting owning and operating cost data. Michaela requested the members of the committee to participate in the technical review of the database/survey as part of ORNL’s development process, prior to the official public release of the database. The database should be available for ASHRAE review after August or September.

Motion to draft a letter of support for ORNL’s effort on the database. Nance moved to authorize the chair to draft the letter, 2nd by Carl. Discussion: should be only in support of the work, not detailed. Vote: 7-0-0-7.
