Prepare subcommittee reports to give to the TC 1.8 secretary for inclusion in the June 1999 meeting minutes.

 

Meeting Minutes

Wayne Webster (TC 1.8 chair) called the meeting to order at 2:15 PM. Members approved the June 1998 (Toronto) meeting minutes.

Chair’s Report

TC 1.8 chair, Wayne Webster, summarized the new research request process. The new process should help speed the process between the time TCs submit ideas to RAC and the work statements are accepted.

Journal articles are needed for the July and November issues. The topics for these issues are control technology (July) and building automation (November). If TC 1.8 members are interested in writing an article, they should contact ASHRAE Headquarters directly to obtain information for submitting the articles.

A Technology Achievement award will be presented next year to one ASHRAE member who has shown exemplary technology contribution to a TC. Applications for the award will be available in June 1999 and are due in December 1999.

All TC members should send a short e-mail message to Joe Watson so that he can be sure the TC e-mail mailing list is correct. In the message, tell Joe your preferred word processor file type and version (e.g., Word 7.0). Send messages to Joe by February 28, 1999.

The Continuing Education Committee (CEC) is looking for ideas and authors for new courses. Contact ASHRAE if you have ideas and/or want to author a new course. The CEC will soon have completed a new professional development seminar (PDS) on life-cycle costing methods. Thank you Carl Hiller and Terry Cornell for reviewing the course material for the CEC.

All TC members and corresponding members should update their ASHRAE biographies. Some TC members think that one can view and update their own bio through the ASHRAE web site. If someone tries this and it works, let us know what you think about this process at the June 1999 meeting (Seattle).

Terry Cornell will investigate setting up the TC 1.8 web site using the server and template that will be supplied by ASHRAE. Terry already looked into establishing a TC 1.8 site using his company’s server and his company agreed to this plan. Terry will contact Steve Comstock at ASHRAE Headquarters for more details about the ASHRAE-hosted site.

Action Items from Previous Meeting

Wayne Webster reviewed the status of the action items from the previous meeting. Most have been completed. Those that were not will continue to be listed as action items in this set of meeting minutes.

Handbook Subcommittee Report

Terry Cornell (handbook subcommittee chair) announced that the chapter has been submitted to ASHRAE. He is reviewing the galley proofs and will return them to ASHRAE by January 29, 1999. The new handbook subcommittee chair will be Kirk Bond. Thanks Kirk for volunteering for this illustrious position.

Research Subcommittee Report

Joe Watson (research subcommittee chair) introduced Taghi Alereza, the author of the draft final report for RP-929, "HVAC Maintenance Costs." Taghi summarized the findings of his research. He reported that 5,700 questionnaires were distributed to building owners of all building types and 362 "useful" responses were received. This is a smaller sample than Taghi would like to have received. He recommended that more investigation needs to be done before enough information is available to update the TC 1.8 ASHRAE Handbook chapter.

Joe Watson asked all TC members to review the draft final report to determine if there are other methods the available data could be analyzed to pull out "useful" responses. It was decided that all suggestions should be sent to Joe by February 15 and that the TC members will meet by conference call to discuss the comments on March 1, 1999 at 12:00 PM EST. Kirk Bond will coordinate the call and contact all TC members with directions on how to participate in the call at least one week before March 1.

Program Subcommittee Report

Kirk Bond, the program subcommittee chair, reported that the two seminars that TC 1.8 began to prepare for presentation at the Chicago meeting will be submitted for the June 1999 meeting in Seattle. Wayne Webster will chair "Service Life Issues". According to the June 1998 (Toronto) meeting minutes, "The format of the seminar will be a panel discussion where after each panelist gives a short presentation there will be discussion between the panelists and the session attendees. Steve Willard, Paul Halyard, and Carl Hiller (TC 1.8 meeting attendees) agreed to be panelists for the seminar." Other potential speakers will be Harvey Sachs and Tahgi Alereza (Terry Cornell will be a back up speaker if Tahgi is unable to participate).

The second seminar is "Relevance of Owning and Operating Cost Data – Building Owner’s View," to be chaired by Joe Watson and co-sponsored by 1.7. According to the June 1998 (Toronto) meeting minutes, the seminar will "bring speakers in from other organizations such as BOMA, discuss how tables in chapter 33 are used/misused."

A new seminar will be proposed for Dallas titled, "Use versus Needs for O&M Cost Tables: A View from Building Owners," to be chaired by Kirk Bond. Potential speakers will be from organizations such as BOMA, GSA, IFMA, K-12 school district representative or other related groups. TC 1.8 members should forward possible names for speakers to Kirk by May 31, 1999.

A future program idea is a panel discussion about if projected utility costs in a reregulated environment should be included in the handbook chapter.

Liaison Reports

Liaisons to related TCs reported on the activities of the other committees. It was announced that the name of TC 6.2 has been changed to "District Energy" so that systems such as cogeneration could be included in the scope of TC 6.2’s interest. It was also reported that TC 9.6 sponsored a seminar in Chicago that was related to the TC 1.8 RP-929.

Other Business

Nance Lovvorn summarized standard 90.1 activities. He reported that independent substantive reviews for specific sections are being conducted. The 90.1 committee will address these issues in April and the committee will probably have a final draft out for publication by summer 1999. The new chair of the committee is Larry Spielvogel.

Nance Lovvorn also reported that 4 of the 5 addendum out for standard 62.1 will be released. Issues with the 5th addendum are still being resolved.

TC 1.8 members agreed that current subcommittee and main committee meeting times are acceptable.

New officers for the 99/00 Society year will be Joe Watson – chair, Terry Cornell – vice chair, Terry Cornell – research subcommittee chair, Kirk Bond – handbook subcommittee chair, Klas Haglid – program subcommittee chair, and Nance Lovvorn – acting secretary. A continuing secretary will be appointed at the June 1999 (Seattle) meeting. Any TC member or corresponding member interested in this position should contact Joe Watson.

Wayne Webster will appoint Klas Haglid as a voting member to the TC and will list Harvey Sachs as a corresponding members.

The TC 1.8 meeting adjourned after all business was completed at 4:15 PM.
