1. Call to Order,
Welcome, Introductions
Chair Terry Cornell called the
meeting to order. All persons present
were introduced and the Chair reviewed the agenda.

- Motioned by Alex Sleiman and seconded by Jim Poulos. Motion passed 7-0-0-1 (CNV).

· Future Action Items
- Action Item Review - Bill Thomaston will contact person at NIST for possible involvement.
· Matt Mullen proposed future programs for justifying higher initial first costs based on future life cycle costs.
· New membership – Alex Sleiman will make efforts to contact people to increase interest and membership. Also to help facilitate future membership activities, a Membership Subcommittee was created. Initial membership will include:

- Matt Mullen
· Action Item Review
· Submission for KC events by Feb 7, 2003.
· Future handbooks will be updated every year on CD in an effort to keep information more current.
· Special publications – they are looking for suggestions for new special publications, it is currently on ASHRAE Website.
· CSI Liaison- Construction Specification Inst. – They are revising specifications currently and they should be reviewed
· We are changing! TAC is restructuring technical committees to more effective management groups, we are moving to Section 7 – Building Performance. TC 1.8 will become TC 7.3 after Kansas City.
· Handbook (B. Thomaston)
- Revised Chapter 35 to be incorporated into 2003 HVAC Applications Handbook
- Bill will e-mail final copy for review by secretary (Klas, e-mail: klashaglid@aol.com)
- Discussion of weighting factors; would like more information.
- John Shonder to lead effort on next revision cycle.
- AHSRAE is going to work to make handbook more relevant.
- There is going to be an effort to make information more current.
- E-Book, with annual revisions
- Handbook Subcommittee as volunteered at this meeting.

- Breakfast meeting at 6:30 – two things brought up

RAP (Research Advisory PlanhasPlan has
been formed and tasked with developing a strategic plannplan for
ASHRAE research, they are asking for input and will have a draft for review by
the TCs at Kansas City

Research
Project 1237-TRP
- Received three bids for our work statement.
- Three bidders were: ADM, Servidyne and University of Nebraska
- PES reviewed responses and asked questions for clarification and final evaluation.
- PES met with Jianshun Zhang, our RAC Liaison, to ask questions and guidance.
- PES, after review of the proposals and responses to PES’ questions of clarification unanimously ranked Servidyne as having the best overall plan for meeting the objectives of our Work Statement

Jim
Poulos made the motion that the bid submitted by Servidyne be accepted and
seconded by Matt Mullen. Motion passed
7-0-0-1 (CNV).

Shonder was added to the PMS. It was
generally agreed that John would bring a lot of valuable experience to the
subcommittee.
